Preamble:

With the advent of democracy, it is encouraging that the NGO played very active advocacy role in providing the children right in Nepal. The singing of UN convention on the Rights of the Child and parliament bill on the Child Act 1992 and labour Act 1992 are the sold outcome of the advocacy and pressure generated by the Nepali NGOs. Despite of these entire positive outcomes no NGO has so far been able to come with longer term strategic planning for education. The working street children considering these realities Youth UNESCO Mobilisation Association (YUMA) Club/ Nepal would like to move to this needy area as a part to fulfil its commitment in eradication the illiteracy in Nepal.

Programme Objective:

The Programme will be implemented in order to achieve the following objectives:
** To Provide elementary education to the street/ working children.
** To make these children able to make decision of their own future.
** To minimise the children exploitation.
** To prevent them from engaging in anti-social activities.
** To make them able to contribute in nation building.

Modus Operand:

A co-ordination committee of experienced professional will be formed under the central executive board of 'YUMA/ Nepal'. This committee will be responsible in policy formulation and execution of the programme.

A survey will be conducted in the proposed project area in order to identify the working children, their leisure time for joining the school, their job interest, present status of the living condition etc. On the basis of this survey the school location and timing will be decided.

The school will open for two hours every day during their leisure time since working children can not be able to leave their coming because of the school, special attention will be given in deciding school timing.

The academic year of this school will be completed in six months. Hence within a period of 3 years 6 months the school will complete its seventh grade school curriculum making them able to join Technical School. The available date clearly demonstrates that because of the biological age of the working children and because of their inter-action with the different community and master (landlord) for their survival they can complete the one-year general school curriculum in 6 months. The proposed YUMA/ Nepal programme for the working children has also been developed in the same line.

It has been planned that after few years of this elementary school education programme, the YUMA/ Nepal will implement technical education programme to produce semi-skilled manpower for Nepal. In order to make the working children more skilled, self-sufficient and economically empowered this technical education programme will be started in different subjects. The subjects at present identified as Plumbing, Electrical wiring, Carpentry, Masonry, Business Management, Tailoring, Secretarial Science, etc.

In order to provide follow up services and improve the condition of working children a community rehabilitation unit will also be developed. This unit will have community workers who with regularly visit their working please and provide every possible support and service. An advisory board will also be constituted with the representatives from concerned NGO's and professionals. This board will contribute in policy formulation, programme planning and execution.
