In order to improve internal democracy in educational institutions, Unescocat carried out a project to create “Democratic Quality Committees” (CQD). These bodies are intended to generate analyse, develop proposals and monitor changes which help strengthen the participation of young people in the institutions or organisations they belong to.

The project was carried out with the cooperation of Minyons Escoltes i Guies de Catalunya and with the support of the Secretariat for Youth of the Catalan Government. The IES Ferrer i Guàrdia de Sant Joan Despí School, a member of the Network of Catalan UNESCO-Associated Schools, and Agrupament Escolta i Guia Damiàn de Veuster, from Barcelona, took part in the pilot project during the 2009-2010 course.
